Some states are more stringent than others when it comes to regulatory test requirements for ASTs. 40 CFR 63 cccccc National Emissions Standards for Hazardous Air Pollutants (NESHAP for Gasoline Dispensing Facilities) and the more state-oriented Stage I Vapor Recovery standards both have trigger points, based on fuel flow through, that require annual pressure decay testing of AST systems. We are adept at both. Because we have dealt extensively in the “oil patch” of West Texas, eastern New Mexico, and Oklahoma with their unmanned Big Rig Fuel Dispensing Facilities, testing these AST system components is routine for our qualified and certified crews. What about other AST testing requirements?
AST Testing associated with SPCC PLANS
DO YOU HAVE A SPCC PLAN? EPA rules, as found in 40 CFR 112, provide information pertaining to Spill Prevention, Control, and Countermeasure Plans related to petroleum products. Distributors control many portions of the downstream US fuel distribution system. Retailers, oxygenate blenders, and wholesale purchasers are affected by these EPA regulations. Among other things, the capacity for storage of petroleum products may trigger a need for an SPCC plan.

We have been providing AST Inspection services to our clients since 2013. With two STI/SPFA (Steel Tank Institute/Steel Plate Fabricators Association) qualified in-house inspectors and a truck outfitted for and dedicated to shop-fabricated welded steel Aboveground Storage Tank Systems testing, inspection, and compliance.
When your facility's Spill Prevention, Control, and Countermeasures Plan (SPCC) requires an STI-qualified inspector, we can assist. The purpose of these inspections is to identify the condition and changes to the AST system, leading to a determination of the “Suitability for Continued Service”. These inspections may be required at 5, 10, or 20-year intervals, depending on the Category classification of your system, as per STI SP001 and your SPCC Plan engineer’s recommendations.
Our Inspection credentials are those associated with SP001 Standard for the Inspection of Aboveground Storage Tanks from STI/SPFA.
Our AST-dedicated truck is equipped with specialty tools and equipment that UST testers typically don’t carry. We bring to the task a full complement of threaded pipe fittings, ranging from 1/8” to 10”, necessary for testing, temporary gasket-making materials, compressed inert testing gas, fall safety equipment, and the essential know-how.
