UST Systems Testing

TesTank. Inc. has programs for and is providing UST systems Testing, Inspection, and Compliance Services for the purposes outlined in the Federal regulations cited. State rules will vary, but are unlikely to be less stringent than the federal ones.

UST GENERAL OPERATING LIFE PHASE

Periodic Requirements: Proposed Toward Maintaining Water Quality

• Annual testing of Pressure Lines. Installed prior to Apr 11, 2016. 40 CFR 280.41(b)(1)(I)(B)

• Annual testing of Pressure Lines. Installed after Apr 11, 2016. Is still required by some individual State programs.

• Annual testing of Automatic Line Leak Detectors Mechanical & Electronic. with a simulated Leak 40 CFR 280.40(a)(3)(iii)

• Annual testing of Automatic Tank Gauge System 40 CFR 280.40(a)(3)(i)

• Annual testing of Secondary Containment Sensors 40 CFR 280.40(a)(3)(ii)

• Annual Inspection Facility Walkthrough. 40 CFR 280.36 (a)(1)(ii) (not the same as 30-day walkthrough inspections) states may have a narrower or expanded checklist. for an annual FWI.

• Annual testing of Shear Valves on Pressure Lines. 40 CFR 280.20(d)(C) & State Fire Codes triggered & PEI RP 1200

• Annual testing of Emergency Shut Offs. State 40 CFR 280.Fire Code triggered

• 3-year testing of Suction Lines. Installed prior to Apr 11, 2016 40 CFR 280.41(b)(1)(ii)

• 3-year testing of Suction Lines. Installed After Apr 11, 2016 may still be required in some individual State programs.

• 3-year Inspection of Overfill Prevention Equipment. As in PEI RP1200 40 CFR 280.35(a)(2) w/ verification proper percent of full tank volume set.

• 3-year testing of Overspill Prevention Equipment. Per PEI RP 1200 40 CFR 280.35(a)(1)(ii)

• 3-year testing of Containment Sumps. (Tank Top sumps, STP sumps, UDC sumps, Piping run transition or intermediate sumps. 40 CFR 280.35

UST GENERAL OPERATING LIFE PHASE

Periodic Requirements: Purposed Toward Maintaining Air Quality

• Annual testing State/County oriented Stage I Vapor Recovery for Gasoline Dispensing Facilities. UST and AST Testing triggers vary by throughput of 10,000, 25,000 or 100,000 gallons per 30day periods.

• 3 year testing Pressure Decay and Vent Valves of UST or AST for National Emissions Standards for Hazardous Air Pollutants for Gasoline Dispensing Facilities. Under Federal requirements in 40 CFR 63 cccccc. Testing triggers at throughput of 100,000 gallons per 30day rolling period.

• 3 year Bernalillo County (Albuquerque) NM Air Quality Program (AQP)

UST CONSTRUCTION PHASE

• Construction Phase Installation Air Testing of Tanks per manufacturer. 40 CFR 280

• Construction Phase Installation Air Testing of Piping per manufacturer.

• Prior to covering up: Tank/Line, Primary and Secondary Containment

• Witnessing and Documentation of Contractors testing during Construction.

• Troubleshooting and investigations: with Nitrogen/Helium detection

UST START-UP PHASE

• 3rd Party Testing and Documentation when required for Installers final Certification of Installation to a STATE

• 3rd Party Testing and Documentation when required for Installers final Certification of Installation to an Owner and Operator

UST OTHER TESTING, INVESTIGATION, TROUBLESHOOTING Services:

Purposed Toward: Due Diligence, Unusual Operating Conditions, Suspected Release Investigation, Owner/Operator Peace of Mind,

• Due diligence prior to acquisition or divestiture of an UST system.

• Suspected Release investigations per 40 CFR 280.52(a) including interstice of double wall tanks,piping or containment sumps.

• UOC*: Erratic behavior of Dispensing Equipment: Slow Flow dispensing.

• UOC*: Sudden Loss of Product.

• UOC*: Unexplained Presence of Water in Tank bottom.

• Temporarily Out of Service Tanks - verification of Liquid Levels, Vent system intact, openings secured from accidental use, Impressed Current Cathodic Protection system rectifier indicates ON..

• Manifolded Tanks Syphon systems troubleshooting/investigation. Help with Licensed Contractor verification that a systems

• Off Site Impact: Testing required by Authorities to eliminate your facility as the cause of a discovered Off-Site Impact. 40 CFR 280.51
